ዳግም ጥሪ ለኢትዮጵያዊ ምሁራን

ውነቱን ለመናገር ጥሪው ለምሁራን ብቻ ሳይሆን ለሁሉም አቅም ላለው መሆን አለበት። መልካም ለውጥ ለኢትዮጵያ የሚመጣው ከነ ለማ መገርሳ፤ አቢይ አህመድና ገዱ አንዳርጋቸው አይነቱ ጋር አብሮ በመስራት ነው። እነዚህ ማድረግ የቻሉት ዋናና የተለየ ነገር ካለው መዋቀር ውስጥ ሆነው እንደ እባብም እንደ እርግብም ሆነው መስራትና መታገል ነው። አሁን ደግሞ የኛ እርዳታ ያስፈልጋቸዋል። ጭብጨባና አጉል ሙገሳ ሳይሆን እርዳታ ነው እጅግ አንገብጋቢ ሆኖ የሚያስፈልጋቸው። የኢህአዴግን መርከብ ወደነሱ አቋም ለመምራት በርካታ አብረዋቸው የሚሰራ የሰው ሃይል ("critical mass") ያስፈልጋቸዋል። እርግጥ ኢህአዴግ ውስጥ ሌሎች የነሱ አይነት የፖለቲካ አመለካከት ያላቸው ሰዎች ይኖራሉ። ነገር ግን ቁጥራቸው ለውጥ ለማምጣት በቂ አይደለም። ተጨማሪ የሰው፤ የሃሳብ፤ የሃይልና የአቅም ድጋፍ ያስፈልጋቸዋል።

ስለዚህ ፖለቲካ ውስጥ አልገባም፤ ኢህአዴግ ውስጥ አልገባም፤ ሀገር ውስጥ አልኖርም ወዘተ የምንለው በአስቸቋይ ስሜታዊነታችንን አሸንፈን ወደ ሀገር ወደ ፖለቲካ መዋቅር በተለያየ መስፈርት መጠጋት አለብን። «አደገኛ ነው» «ዋጋ የለውም» «አይሰራም» ትሉኛላችሁ? ብላችኋልም ለዓመታት። ግን እድሜ ለእነ ለማ መገርሳ ይህ አስተያየት ውድቅ እንደሆነ ተረጋግጧል። ብልህ ከሆንን፤ ጸንፈኛ ካልሆንን፤ ትህትና ካለን፤ የሃሳብ መቀየር አቅም ካለን፤ አብሮ መስራት ከቻልን ይቻላልም ይሳካል። ለችግራችንም መፍትሄ ይሆናል።

ይቻላል ብቻ ሳይሆን ምናልባትም ብቸኛ መንገዱ ይህ ከውስጥ መስራት ነው። ከመዋቅሩ ውጭ ወይም ይባስ ከሃገር ውጭ ሆኖ ደህና ለውጥ ማምጣት እንደማይቻል የርዥም ዓመታት መረጃ አለን። «ተቃዋሚ» የምንባለው ባለፉት 40 ዓመታት ታሪክ ምክንያት እጅግ እንደደከምንና አቅም እንዳጣን ይታወሳል። ስለዚህ ያንኑ የማይሰራ ዘዴ ከመሞከር፤ ጭንቅላታችንን ደጋግመን ከድንጋይ ግድግዳ ጋር ከማጋጨት ሌላ ደህና የመሳካት እድል ያለውን መንገድን መሞከር ተገቢ ነው። ይህ ደግሞ ካለው መዋቀር ውስጥ በዘዴ እንደነ ለማ መገርሳ መስራት ነው።

ስለዚህ አቅም ያላችሁ ተሳተፉ። አትፍሩ። እራሳችሁን ሳታጋልጡ በአቅማችሁ ስርስራችሁ ግቡ። ካቃታችሁ ሽኩም ይበዛብኛል ካላችሁ ይሁን፤ ይህ ስራ ለሁሉም የሚሆን ያደለም። ግን ቢያንስ አይቻልም አትበሉ። እኔ አልችልም እንጂ ይቻላል በሉ። ተስፋ ቆራጭ አትሁኑ። እነ ለማ የጀመሩትን እናንተም መከተል ትችላላችሁ!

ትግሬዎች እየተጠቁ ነው?

ይህንን ታሪክ ደጋግመን አይተነዋል ብቻ ሳይሆን አሳልፈነዋል። የጎሳ ፖለቲካ በአገራችን ጎልቶ መታየት ከጀመረ ወዲህ፤ ከነጀብሃ፤ ሻብያ፤ ህወሓትና ደርግ ዘመን ጀምሮ የተደጋገመ ታሪክ ነው። በነጻነት ወይም ፍትህ ወይም «መብት» ጥያቄ ይኖራል። የሚጣሉት ጎራዎች በጥያቄው ላይ ከማተኮር ጉዳዩን ወደ ጎሳን ወይም ዘርን ያዞሩታል። ለጎሳ ጥል ምክንያት ይጠቀሙበትና የነጻነት ወይም ፍትህ ወይም መብት ጥያቄው ቀርቶ የጎሳ ውግያ ይሆናል። ጎሰኝነትን እንደ መሳርያ ይጠቀሙበታል አገርን ያጠፉበታል። (ይህን ስል በመጀመሪያ የተነሱት ጥያቄዎች መሰረተ ቢስ ነበሩ ማለቴ አይደለም ወይም በጎሳ ወይም ቋንቋ ዙርያ ችግር አልበረም አልልም። ሆኖም ጎሳ እንደ መሳርያ መጠቀም አላስፈላጊና ጎጂ ነበር፤ አሁንም ነው።)

ዛሬ በኢትዮጵያዊያን ብዙሃን በትግራይ ቅሬታ መኖሩ የማይካድ ነገር ነው። ዲያስፖራ የሚኖር ካልሆነ የትም ኢትዮጵያ ውስጥ የሚኖር ይህን ሃቅ በየቀኑ የሚያየውና የሚኖረው ነው። ይህ በትግሬዎች ላይ ያለው ቅሬታ ደግሞ በተቃዋሚ ወይም «ፀረ ሰላም ሃይሎች» የተቀሰቀሰ አይደለም። (ተቀዋሚዎች ምንም ለመቀስቀስ አቅሙም ትብብሩም የላቸውምና።) ከሊስትሮው እስከ ሃብታም ነጋዴው እስከ የቤት እመቤቷ እስከ ካህኑ እስከ ተማሪው ይህንን የቅሬታ ስሜት አለው። ያሳዝናል ግን ያለ ነገር ነው። የጎሳ ጉዳይ ሳይሆን የፖለቲካ ጉዳይ ነው መሆን የነበረበት፤ ሰውዉ ስለትግሬ ሲአማርር «ተውዉ፤ ገዥ መንግስቱ ሌላ ፖለቲካ ስለማይፈቅድ ብቸኛ ስልጣን ስለያዘ ነው ግፍ የበዛው» ብዬ ለማስረዳት ብሞክር ማንም አይሰማም። ሰውዉ በትግሬ በላይነት አምኖ ሌላ ነገር አይሰማም።

መንግስትንም ያስጨነቀው ይህ ነው። ከመሪ ወይም ተቃዋሚ መደብ ሳይሆን የብዙሃኑ የህዝቡ ብሶት እንደሆነ ስለሚያውቅ ነው መንግስት ለውጥ ለህልውናው ግድ እንደሆነ አምኖ እርስ በርሱ የሚወያየው።

በዚህ ሁኔታ ትግሬዎች አለ አግባብ ተጥቅተዋል ገና ሊጠቁም ይችላሉ። ጥያቄ የለውም። (እዚህ መጥቀስ የምፈልገው ግን እድሜ ለብዙሃኑ ታሪካዊ ዝንባሌ ጎሰኝነት እንደ የ27 ዓመታት የኢህአዴግ ፕሮፓጋንዳ ያህል አያጠቃውም። ሆኖም ያለውም መጠን ችግር ነው።) ግን ይህ ፍግ መቆም አለበት፤ ትግሬ መጠቃት የለበትም ብሎ መጮህ ምን ዋጋ አለው? ማን ይሰማናል? ከላይ እንደጠቀስኩት ህዝቡ ትግሬዎች አንደኛ ዜጋ ናቸው ሌሎቻችን ሁለተኛ ዜጋ ነን ብሎ ደምድሟል። አይደለም የፖለቲካ ጉዳይ ነው፤ አማራ ክልል ጭቋኙ አማራ ነው ኦሮሚያ ጮቋኙ ኦሮሞ ነው ብንል አልሰሙንም አሁንም አይሰሙንም።

ስለዚህ መፍትሄው ከተቃዋሚ ወይም «ኢሳት» ወዘተ እጅ አይደለም። መፍትሄው ከመንግስት ብቻ ነው መምጣት የሚችለው። መንግስት ዙሪያ ያለነው በሙሉ ሃይላችን መንግስት የሚያስፈልገውን ለውጦች እንዲያመጣ መግፋት አለብን። በተለይ ለተጋሩ መጠቃት ዋናው መፍትሄ የመንግስት የጎሰኝነት አቋምና ፕሮፓጋንዳውን መቀየር ነው። በህዝቡ ልብ የ26 ዓመታት የጎሳ ስሜት በመሸርሸር ነው ያሉትን ቅሬቴዎች ከጎሳ ወደ ፖለቲካ መቀየር የሚቻለው።

አንድ ነገር መርሳት የለብንም። ይህንን ትጠንቅቃችሁ እንድታነቡ ብትህትና እጠይቃለሁ። የኢህአዴግ አቋም፤ በእርግጥ አብዛኛው የተማሪዎች የፖለቲካ ንቅናቄ አቋም፤ የኢትዮጵያ የፖለቲካ መሃበራዊና ኤኮኖሚ ቅሬታዎችና ችግሮች በጎሳ የተመሰረቱ ናቸው ነው። ይህ ነው የኢህአዴግ አቋም። ጭቆና አለ? የጎሳ ችግር ነው። እኩልነት የለም? የጎሳ ችግር ነው፡ ድህነት አለ? የጎሳ ችግር ነው። የጎሳውን ችግር ከፈታን ሁሉም ይፈታል። ታድያ ዛሬ ህዝቡ ችግራችን በሙሉ በትግሬ የበላይነት ምክንያት ነው ካለ በትክክል የኢህአዴግን አቋም ነው የሚያንጸባርቀው ማለት አይደለምን?! የጎሳ ፖለቲካ እንዴት አደገኛ እንደሆነው አያችሁ። ትግሬዎች ደግሞ መልሳቸው የምንጠቃው በኢህአዴግ ብቸኛ ስልጣን በመያዝ ሳይሆን በትሬነታችን ነው ብለው ይመልሳሉ። ምን ይደረግ፤ ችግሩን ወደ ጎሳ በማውረድ አብሮ ገደል መግባት ነው።

ስለዚህ ብእራችንንና ድምጻችንን አቅመ ቢስ የሆኑት ትቃዋሚና «አክቲቪስት» ላይ ከማባክን መንግስት አቋሙን እንዲቀይር ብለን እናሳምነው። መንግስት የሃሳብ እርዳታ ያስፈልገዋል። የ40 ዓመት ጣኦት የሆነ ርዕዮተ ዓለሙን መቀየር እጅግ ከባድ ነውና መንገዱም በጥንቃቄ የተአሰበበትና የታቀደ መሆን አለበት።

በትግሬ በትግሬነቱ የሚደርስበት ጭቆና ይውደም! የሚያወድመው ግን የኢህአዴግ የውስጥ ለውጥ ነው።

እንሆ ፑቲኖቻችን!

አንድ አመት ተኩል ይሆናል ርእሱ «ፑቲኖቻችን የት አሉ» የሆነውን ጽሁፍ ከጻፍኩኝ። እንሆ በነ ለማ መገርሳ፤ አቢይ አህመድና ሌሎች በኢትዮጵያ ፖለቲካ ይህንን የፑቲን ሚና ሲጫወቱ እናያለን። እንኳን ለዚህ አደረሰን!

ለማስታወስ ያህል የ«ፑቲን» ብዬ የሰየምኩት የፖለቲካ ሚና ባለው የፖለቲካ ሥርአት ውስጥ ሆኖ ውስጥ ለውስጥ በስውር ራሰን አለጊዜው ሳያጋልጥ ለውጥ ማምጣት ነው። የሩሲያው ቭዲሚር ፑቲንን ታሪክ ለማስታወስ ያህል አቋሙን በሚጠላው የድሮ አለቃው ቦሪስ ዬልትሲን መንግስት ይሰራ ነበር። አቋሙን በሞላ ጎደል ደብቆ እራሱንም የሱ አይነት አቋም ያላቸውን ባልደረቦቹንም ሰውሮ ውስጥ ለውስጥ ተደራጀና የአለቃው ዋና አጋዥ ሆነ። ዬልትሲን ከስልጣን ሲወርድ ጭራሽ ፑቲንን ሾመና እንደሚባለው «ሌላው ታሪክ ነው» ፑቲን የሩሲያን የፖለቲካ ሁኔታ በትክክሉ ገምቶት ነበር፤ እራሱን ከሥረዓቱ ውጭ አድርጎ ምንም አይነት ለውጥ ሊያመጣ እንዳማይችል ገብቶቶ በበር። ይገደል ነበር ወይም ከሀገር ይባረር ነበር። ሌሎችም የሱ አጋሮች ይህንን ተገንዝበው ውስጥ ሆነን በትዕግስት እራሳችንንም ንቅናቄያችንን አደራጅተን ጊዜው ሲደርስ በልጠን እንገኛለን ብለው ወሰኑ። እንዳሰቡት ሆነ።

እነ ለማ መገርሳም እንደዚህ ነው ያደረጉት። ጊዜው ሳይደርስ አጉል የፖለቲካ እርምጃ በመውሰድ ከጨዋታው ከሚፈነገሉ ቀስ ብለው አንገታቸውን ደፍተው ድራቸውንም የፖለቲካ ኃይላቸውንም አጎልብተው አሁን ትልቅ ሚና መጫወት የሚችሉበት ደረጃ ደረሱ። (ሌሎቻችን አክሩፈን ከስርአቱ ውጭ ሆነን ምንም ሳናደርግ እነሱንም ሳንረዳ።)

አሁንም ግን እነ ለማ እጅግ ከባድ መንገድ ነው የሚጠብቃቸው። መአት ተቃዋሚና ጠላቶች አሏቸው ከኢህአዴግ ውስጥ ከህወሓት ውስጥ ከኦህዴድም ውስጥ። ደጋፊዎቻቸውን ማብዛት ተቃናቃኞቻቸውን ማድከም ከባድ ስራ ነው የሚሆነው። ይበልጥ ደግሞ ዝም ያለውንና መሪ ቢስ የሆነውን ብዙሃኑን ማደራጀትና ወደ አንድ አቅጣጫ መምራት እጅግ ከባድ ስራ ነው። እግዚአብሔር ይርዳቸው፤ በነሱ ቦታ መሆን በፍጹም አልመኝም።

እዚህ ላይ ሁላችንም የኢትዮጵያ አንድነት፤ የአገር ብሄተኝነት ወዳጆች ችግራቸውንም አቅማቸውንም በትክክል እንድንረዳ ይገባል። በተፈጠረው ጉዳይ በሙሉ ዘራፍ ብለው አደገኛና ብልህ ያልሆን እርምጃ እንዲወስዱ አንጠብቅ። ያላቸውን የሃይልና የድጋፍ መጠን ያውቁታል። ጉዛዋአቸው ረዥም ነው፤ ማራቶን ነው እንጂ መቶ ሜተር ሩጫ አይደለም።

ለምሳሌ ያህል ወልዲያ በተፈጸመው ኢሰባዊ ድርጊት ተነስተው እነ ገዱ አንዳርጋቸው ይጩሁ ማለት ጥሩ ጥያቄ ቢሆንም ባይጮሁ ወይም እንደምንፈልገው ባይናገሩ አንበሳጭ። ትእግስት፤ ትእግስት። ከአንደኛ ወደ አራተኛ ማርሽ መሄድ አደገኛ ነው። እነዚህ ሰዎች በፓርቲዎቻቸው ያላቸውን ተሰሚነትና ኃይል ቀስ ብለው ያደራጁ። ከፍ ባሉ ቁጥር ይበልት ደፋር የሆነ እርምጃ መውሰድ ይችላሉ። ግን ደረጃውን አንድ በአንድ መውጣት አለባቸው። ልክ ፑቲን እንዳደረገው።

በመጭረሻ ላስታውሳችሁ የምወደው እነ ለማና ሌሎች በስልጣን ላይ ስለሆኑ የሚታዩ ቢሆንም ከነሱ በታች ብዙ የነሱን አቋም የሚጋሩ አሉ። አለነሱ ብቻቸውን ሊሰሩ አይችሉም ነበር። እነሱም እንደ እባብ ብለህ መሆን አለባቸው። ሌሎቻችንም ከኢህአዴግ ውጭ ያለነው እራሳችንን ገምግመን ውስጥ ገብተን ብንረዳቸው ይመረጣል።

Tigrayan Domination?

I write this in response to this question by Tedla Woldeyohannes.

Whether one sees the history of Ethiopia from 1860-1974 as "Amhara domination" depends much more on one's frame of reference than the evidence. If one has an 'ethnic lens' - if one sees Ethiopia as a collection of ethnicities, then the fact that the national language was Amharic is in itself enough to show that there was Amhara domination. If one sees Ethiopia as a collection of individuals or competing regions or kingdoms (not ethnicities) then there is no such case. Some looking for a grievance/domination thesis might in this case opt for a thesis of class domination. And that's what many did.

Anyway, my point here is that it is not the facts that are the main determinant in one's views, it is one's ideology. This is why often endless discussions on who is Amhara and who is Oromo and who was in power, etc., though helpful when outright lies are being spread, rarely results in consensus.

But, there is an important point to make today. That is, the one and telling difference between pre- and post-EPRDF Ethiopia is that pre-EPRDF Ethiopia was not officially defined by ethnicity. Yes, there was a dominant language and those whose first language was Amharic had an advantage. Yes, there was a dominant culture among the elites that one with an ethnic frame of reference could say was Amhara culture, to the marginalization of other cultures. But people were not, in any sphere of society, officially identified by ethnicity. There was an integration and assimilation that accepted everyone in society, even if some would say the integrated culture was skewed towards Amhara.

In EPRDF Ethiopia, however, ethnicity is official and the political frame of reference is that of ethnic nationalism. If the frame of reference is ethnic nationalism, then everything is viewed through the ethnic lens, so the domination of the TPLF is not seen as class or political domination, but ethnic domination!!! A believer in ERPDF doctrine and the current constitution, if he were true to his ideology, would be forced to see in Ethiopia today Tigrayan domination! After all, even those who do not believe in ethnic nationalism, because they have been bombarded by ethnic nationalist propaganda for years, perceive there to be Tigrayan domination. On the street, it's this perceived Tigrayan domination that really irks people and is the main cause of the past two years of unrest. This is by the way what many have been telling the TPLF from the start - this emphasis on ethnic nationalism will come back to haunt you.

Now, since I do not have an ethnic lens, since I do not believe in ethnic nationalism, when folks complain to me about Tigrayan domination, I tell them that it is normal for the ruling class and those around it to dominate in a monopolistic power structure. During the Dergue's time, those in the Dergue and in their networks were first class citizens. During the EPRDF, those in the EPRDF and their networks as first class citizens, the EPRDF is dominated by the TPLF (statistcally and anecdotally), the TPLF is by definition Tigrayan. The fundamental problem is not Tigrayan domination, but the monopolistic power structure and ethnic nationalism. That's what I think. But one with an ethnic lens would say that the problem is only Tigrayan domination!

Freeing Political Prisoners

Undoubtedly most of you have heard that the Ethiopian government is going to free all political prisoners, or pardon those who have broken laws concerning treason and terrorism, or some such thing. Anyway, it appears that many of the known political prisoners will be freed.

This is a great measure. I don't think anyone could say otherwise. A lot of these folks have been suffering cruelties at the hands of the security apparatus, cruelties unbecoming Ethiopia. The Ethiopian tradition is, as practiced in the past, honour and civility and magnanimity. Political prisoners, even those who were a grave threat to the ruling monarch, were imprisoned, preferably far away, on Mount Wehni for example, but given a comfortable imprisonment, if there is such a thing. Modern torture, or ancient torture for that matter, was unthinkable. If anyone even happened to hear of such a thing, they would have immediately thought it dishonourable and dismissed it out of hand.

So, this is a step that shows magnanimity, honour, and civility, it's good for the country, but most of all, it is good for the prisoners, who have been bearing on their shoulders the guilt of all of us Ethiopians.

Nevertheless, a note of caution. Remember what happened that last time several high-profile political prisoners were released. The opposition descended into a downward spiral from which it has not recovered to this day. And yes, I am not forgetting the release of Birtukan Mideksa, but I shudder to recall it and what she went through in the prison. All I can say is, may God bless her and keep her and may God forgive us for what we have done to her and all the unknown Birtukans out there.

I humbly urge all of us Ethiopians to keep in mind today that Rome was not built in a day, and when the EPRDF deigns to do something good and noble is not the time to shout and scream for it to step down from power. There is nobody to replace the EPRDF. Our past 50 years of history, including our elite's long suicide from 1960 to 1991 as well as the EPRDF's monopoly on power has made sure that the protests of the grassroots have no viable elite to lead them. Today is the time to renew our efforts to work on feasible, yes, feasible, politically realistic projects to improve our political and social environment. In our little small circles. We're not all kings and we're not meant to be. A good deed is worth a thousand good words. The line between good and evil cuts through all our hearts. Let's point our fingers at ourselves, particularly those of us in the diaspora who have betrayed our country by leaving it, and see how we can fix ourselves and our surroundings. Maybe then we can build a solid grassroots capable of growing and nurturing a political elite that is a viable foil and partner for the EPRDF.
